what does an arranger do exactly? because he's not the composer so he doesnt come up with the songs

He takes the composition and arranges the song.

The word arrange means he chooses what instruments will go where [guitar, drums, strings, etc.] and directs the musicians to create the sound he wants.

After he arranges it, everything's sent to the mixer to mix vocals with the background track. (Usually Koji Morimoto. It was David Reitzas for a handful of Love songs tracks though)

I think arranger is the equivalent to "producer", the term they use in the US. Almost like "beat-maker".

That takes major talent. Ayu has some of the best arrangers anyway though.

very interesting..I like the fact that Ayu decided to turn sending mail into a rock track.I love this song,it has grown a lot in me these days.Its lyrics resonate very well with the instrumental.
