It is "normal" to write hours past 24h in Japan. Or at least NTV and TBS seem to do it this way. If you check some TV schedules you will see that some programs are still listed at a crazy hour like 28:00 (4AM). :D

^why would we get the setlist before she actually holds the concert?

We won't know the setlist until at earliest the night of December 30th (US Time) because it would be after she performs the first night's show.
