In that piece you posted before it doesn't mention TA magazine nor the full-width thing... maybe it's in another point? if you paste it in here I can translate :)

I don't think it's a problem, after all it's only to help people who'd like to join but can't translate XD I hope this is useful!
Anyway, it say that time limit to send your questions is 2 february 2014, until 23:59.
Each member is allowed to do the application up to 1 time.
Be sure to specificate your membership number code, pen name and question (double-bytes digits up to 500 characters). If the entry is already present inside the book, they ask for your forgiveness for they can't obviously accept it.
All questions should be inside the limit of 500 double-bytes characters and using only the symbols "。、 ! ? " They won't accept questions using other symbols/digits/ideographes.
They won't accept questions regarding band members, dancers or staff members.
Even if it's inside the time limit (before the 2 february) they find difficult/are unable to accept modifications or withdrawal of the entries.
Don't input using new lines/paragraphs. The entry would end up looking like a composition/article.
(THE HELL IS THIS SUPPOSED TO MEAN lol)

*there is the possibility that in between the entries we receive some will be used in TA magazine or in Team Ayu site.

Basically the rules are (in plain English:)
-One question per TA member.
-Ensure you enter your TA number, name, and question (duplicate questions will not be answered)
-Questions must be less than 500 characters (double-width Roman or ordinary Japanese) with no punctuation aside from JP full stop and comma, question mark, and exclamation mark
-Ask about Ayu only, no questions about her staff will be considered
-If you make a mistake, you will not be able to amend your question
-Do not make your question too long
