It's available for me and I live in Switzerland. I use Apple Music but I have a spotify account and it's right there and the songs are playable...

Kaohsiung's concerts (Taiwan) in May are still on at the moment, but they might be postponed as well, it depends on Taiwan's policies towards coronavirus.

It's not just a live video, it's advertised as Miss Trouble official live MV that we're getting 6 years after the release of PLAY.
Jolin is missing performing on stage and interacting with fans, and she was so happy with the editing of the concert that she wanted to give us this video as a gift.
No plans at the moment for a DVD/BD release obviously, since the tour, even if it's postponed at the moment, is not canceled.
