Yeah, her a-nation time slot was pretty much always the same, even at her peak. She's performing when it's still daylight, but always as one from the last.
And even if Ayu would be much worse than Kuu right now for sales and popularity, I think she would still be performing after Kuu at a-nation - just because of her status at avex.
It just changed in recent years, that the a-nation dates got different headliners, meaning different artists as last act.
But Kuu got her own a-nation date instead this year. Which is totally new and something special. So nobody should worry or make a fuss about it.

iirc there were some dates back in 2010/2011 when ayu was not present and Kuu held the last act. But yeah usually she performs during daytime/sunset, I don't think it's a big deal :P

Actually as far as I recall she wasn't at a-nation in 2006 at all as she was at Rhythm Nation, which was an indoor festival.
But yeah, with 2007 and 2008 you're right, it was a bit later, badly recalled. Though she didn't perform as last artist in those years, just as one of the last. Even in 2007 at least Ayu was after her.
And her peak years were 2005-2007.

That was the only time she performed JUICY (the original version) live if I recall correctly. I remember a lot of people freaking out because of some leaked audio of it as well.
