I honestly think they will all be out by mid fall at the latest. All of her singles are obviously consecutive, so for Avex to point this out specifically sort of implies that the release dates will be closer together than usual.

What was the other cell-phone carrier Ayu has contracted for in the past - KDDI's Tu-Ka back in the early 2000s, now discontinued?

(I live in the USA, and the one who has exclusive rights for those is AT&T, which I have, though there were RUMORS if the iPhone and/or the iPad would come to Verizon, which is one of AT&T's competitors...)
