first of all.. to us as westerners, it may seem very pornographic.. but in Japan, sexuality is .. uhhh.. what's the word.. ahhh can't think of it... sexuality is highly looked upon. It's nothing bad that she's almost half naked- it's just part of their culture. Now if she was showing genitals then it'd be porn. And even sometimes porn is not that bad..
