It ranks popular melody ringtones. I assume "78" is the amount of votes she received (perhaps this wasn't a public vote, hence the relatively few votes)

"78" is the # of songs available for download as ring tones, not votes, and since she has so many songs, of course she gets No.1, while Ayaka Hirahara only has 3 songs yet she's still No.8. :P
