From previous pronunciations of some staff member(s?) I think they rather discourage chatting, as the board is mainly about Ayumi and the Chat Boards sort of exist because at the moment the server has the capability to handle more than only the Ayumi part of the board. The good thing with the chat room, and other off topic parts of the board, is that it will make people stay and gives people the opportunity to get to know each other. The larger and the friendlier and the more inviting and open a board is, the more people will stick around to read and report about Ayumi.
