Hong Kong media always "makes" news~
A real example was that, one of my friends had some news on the newspapers before. However, different newspapers were telling different stories <--since they were not real, so I using the term "stories"!! Most of them were wrong that were not revealing the truth as I knew...
So in this case, this article may be about a story rather than news
