^I think you're right.
Maybe ayu just wanted to show propaganda and blind following (the women without ears).

And I thought "rainy day" portrays a pre-war scenery (the 20s, for example). Because it seems rather peaceful and calm. I still question though, if they already had such kind of bus stations back then.
