Ladies Night was based of 1984 from what was said around the time it was released. The book is about a world where big brother is always watching you. Sex is only legal so you can reproduced and it's looked down upon and even thoughts (thought crimes) can get you in trouble. The Video also has people dressed up in Victorian age costume which might refrence a time of innocence or a different age in Europe/the World itself.
Also military uniforms are kind of popular in music everywhere. Even kids wear army jackets and such in the states.
