Digital sales may not be worth as much as physical sales, but they do show popularity of the song. It's like saying because Mikazuki sold less than Yume no Uta physically, Mikazuki is less popular when in fact Mikazuki was pretty much more popular than Yume no Uta due to it's 1 million + downloads.
Plus, all these certifications I used are based on the entire full song and doesn't include any ringtones whatsoever.
