I think what IS affecting it is iTunes. It's SO much more convenient, so I think people would rather pay about the price for a CD single for a non-existent album.

No, downloading is not really to blame. BLAME Oricon. They need to get with the program and realize that downloading is a big profit. The Billboard charts are really includes downloading....why can't Oricon see that?!
