Obviously I don't think many of the votes from overseas fans will be affecting the rankings too much..
I'm pretty sure that many Japanese are voting for their favorites [i.e the summer songs, concert staples etc etc~]~
For the most part, people are taking this as a vote to either a) put some old never sung before songs in a setlist or b) vote for their favorite songs.

FYI: Latest concert had an acapella version of Moments during the MC. She messed up the lyrics when singing it as well as during evolution.
