The situation probably went like this:
1) People started to ask for songs via the question thing
1a) Songs people wanted to have played got played
1b) People wanted to have their songs played, so they started to use the question form for other purposes [i.e song requests]
2) Too many requests after the first few concerts for songs
3) Caused them to make new voting system
4) Mainly ballads performed
