Yes, it is possible for you to purchase tour goods from overseas. You have to be willing to pay a bit extra for the middleman services though. [The only other ways are to go yourself or have someone buy it for you that goes~]
Celga and JapanToDoor offer these services.. I will walk you through a
Celga purchase, since I have a lot of experience with them. They're very quick and easy to use!

You also need a Paypal account to work with them.
So, a T-shirt costs around 3500 yen, so you would then e-mail this form to them:

And then wait for a confirmation e-mail saying that they've purchased the item. Then, there are a variety of fees that are charged [Shipping within Japan to their warehouses, a markup fee [that's how they stay in business], and shipping to you]~
So the total will end up to be around..
3500yen + $10 markup + $5 dollar shipping from mu-mo to their warehouses + $2 bank fee + $10-20 dollar shipping to you = 61.00 - 71.00 USD.
It costs about double, but that's the price you have to pay to get goods.. :[
