Ayupan are only available when Ayu releases them during concerts and such, that's why they sell out so fast and are usually the first concert goods to sell out.
There used to be an Ayupan store, but it closed down a few years ago [probably due to lack of interest and "restructuring" by avex].. I'd say that a good amount are sold via Yahoo!Japan auctions, but that's about it. And some random shops might have them as well for reselling..
