Most scanners are gonna give you those moire patterns. Higher-end scanners have descreening filters built-in (see if yours has one in the scan settings.... mine, regrettably, does not x_X).
Luckily you can KINDA get rid of them in photoshop if you go to Filter -> Noise -> Median. Usually for books a radius of 1 is okay but I've found these require either a radius of 2, or a radius of 3 (which blurs the image a bit) and then going to Unsharp Mask. From there you still need to size it down, but at least at wallpaper size, the moire pattern is virtually gone.
I'm doing a radius of 2 & then airbrushing a bit for the ones above. (I just did Fly high, but i may need to redo it later - it's either overdone or underdone depending on the area of the image you look at.)
