I wouldn't exactly call Olivia fluent. She clearly sounds like a "Gaijin" when speaking in Japanese and she still writes her lyrics first in English and has someone else translate them in Japanese. In fact in her interview at PMX she said when she's mad she can't express her anger correctly in Japanese, which makes her come off as shy or "cute".
