Vibratto and enka singing are very different things. Also, moving your mouth is not needed to do vibratto but it does make it more emphasized (and therefore more annoying). What Namie does is what all trained singers do, you pull the mic down on louder or more piercing notes so that you don't kill your audience.
Sometimes she pulls it too far away though - the idea is to pull it just far enough so that there isn't a major audible change in volume.
