Exactly, welll said and I highly agree.
I will add to that - people also insist on buying tickets and going to shows.
If they wouldn't like it or would see it as milking their money the whole touring every year wouldn't be good thing since all of the tour money would go to waste and no one would go see so if there is no demand, no touring nor compilations at the points.
Fans/listeners milk the artists and make them work hard for them (both with releases and tours) and it's not really easy to do all those stuff, it's not like you cast a magic spell and everything's ready for you.
If people in japan (or the majority) would hate ayu touring or releasing too much they would do something (or actually do nothing not buying tickets or buying her cds at all) and she wouldn't do both a lot from the first place and not only her, other artists as well so touring and quick releasing isn't ending only at milking money, it's for demand and being an artist (excluding the compilations but as been said people insist on buying them).
I don't think that in order to be a good artist you have to release an album once in 3 years and barely tour your entire career. At one point I think touring a lot is even kind of important since the fans can see their artist performing the songs they like in front of their eyes and the artist enjoys performing to them after the hard work he's put in his concert.
