Tour goods from 2008 and before that were left over.
These things aren't exactly cheap.. they range from 2500yen or so to like 8000yen+. They generally contain about double your money's worth in goods. So you'll probably expect a T-shirt, a towel, and a bunch of smaller goods if you get the expensive ones.

I don't believe they ship the boxes until a week or so after the New Year, so.. those people are simply those who have purchased the box and are selling theirs before they get it.
