The release date of the album was awful (there are a lot of people who buy physical copies of thing that go to stores on Tuesday nights just to browse the new releases). It won't affect her number 1 streak if she doesn't get number 1 for the week though, because in Japan UTADA and Utada Hikaru are still separate entities in terms of albums and sales.
I also think that many Japanese people bought EXODUS out of curiosity, but were unimpressed by the lyrics and style. That might turn people off of buying her future English efforts, especially since they can't understand the lyrics in one go by just listening to the songs at a store.
