Fans are mostly the ones who attend the tours, some even go and attend multiple shows. You're overrating the promotional value of the tour ^^ The fact is, NEXT LEVEL had a really poor promotion, even though indirect promotion is promotion it still doesn't mean it's effective (as it obviously isn't).
