I think everyone misunderstood what I meant when I said some are reserved for mods. >_<
Just because a mod has a certain initiate doesn't necessarily mean normal members can't get it. There is a list of initiates that are unavailable to normal members that mods can choose from to have. I think there's probably about 30 of them.
Mods can also choose to have an initiate that normal members can also have, but I don't think that that initiate is then "reserved." I think members can still get it.
As for non-mod members that have special initiates,
Calico already explained it, but it's pretty much that they used to be mods.
