I think some of them are the same (the boy from Endless sorrow, for example), but who knows where they are from. My best guess is they're child actors at an international school in Japan or something.
There are also tons of foreigners in HEAVEN, so maybe there's some agency she used to go to to find them.
I guess as a non-Japanese person it was refreshing to see people like that in her PVs
