I have to agree.. Once a photographer is established he usually gets someone to do the retouching for him (not always) but often. But regardless the photographer should always be the one to OK them. Unless there is some contract in place.
But some photographers don't even have to retouch, you can do a lot with lighting. I guess it depends on the skill and preference.
