I'm pretty sure thats what it is. The only line I'm not too sure about is "but in each creation"... There's a bit more in the original. I'll try my best in a bit and edit it in. In the song Duty, there's a recurrence of the words 'searching' and 'finding' and a theme of looking for 'something' and trying to figure out what 'it' is. And things of that nature. I'm thinking that the words in Starting Over are supposed to relate to the lyrics of the song Duty. Maybe its a deeper meaning than that, or maybe it, like you said, relates to the album as a whole, but, tbh, I don't wanna read all the lyrics...
