I'll probably be repeating a lot of which others have said, but here's my take:

1. Her fans are OLDER and don't buy as many CDs (Yes I know many has been around more, but they seem to have a stronger fan base over all, such as B'z)
2. Recession
3. She has been around for over ten years, people probably think it's nice to listen too, but maybe doesn't want to buy it, as they've bought her stuff alot before

I think alot of people seem to forget one thing though, no matter how strong her fanbase might be (which is _not_ a bad thing), she still has very high sales comapred to most other female artists. If I'm not wrong, Best Fiction's sales were not the norm for Namie, more of a lucky break (not that she didn't deserve it, but her sales are still lower usually)? KUmi sels less, Utada... Generally pushes less, except for FoL and last two albums (?)

But of course there's no denying that she's not as popular as before.
