Arashi was #10 last year, so they jumped up quite a lot. All of the artists on the list have a very good opinion from the general public in Japan, so its not that surprising. It just shows that some groups with high sales aren't necessarily successful with the general public as well.
And I think the title is a little misleading - from what I gather this is not ranking who you think released the best material in 2009 etc. But just simply saying which artists overall do you like the best. (which is why Hikki always, always tops these large polls)
edit: or actually, the better way to put it is this: The artists on this list are ones that appeal to both genders and across many different age groups. Whereas if you look at say Namie and Ayu, their primary appeal is to women in their 20s and 30s. So while they may be incredibly popular among that demographic, they are not as universally popular as those on this list.
