Yeah I think that it's just because it's not the main A-Side.
Usually the 2nd A-sides and b-sides aren't popular (even though BALLAD did well on its first week and Sunset did even better but maybe because it's remindind of the first A-side, not that Sunset was certified itself).
Maybe the chaku uta FULL of BALLAD will do better or maybe not at all, we will see. ^^
