The original idea was that everyone should design their own page and not have a template, as the template itself allows us to be less creative
Not to mention that the final "product" will look like boring documentation...so people don't have to use any templates, be original and creative.
People can use programs like Photo Shop, Paint Shop Pro, Gimp even Paint Brush and Microsoft Word.
