Kuu's been in a state of decline right after Black Cherry album, she's fought through a stupid scandal and releases 4 - 5 singles before each studio album. Not to mention that more than half the songs that were HITS in Japan are on ~third universe~ were already released in her highest selling album, Black Cherry, and above-average selling album, Kingdom. So I don't think anyone really cares about the best.
She has average to low sales for singles but she's still able to sell 200k for an album in a week. When she struggles to do that, that's the time I'll start worrying. Last year TRICK was the 2nd highest solo female studio album if I'm not mistaken so I would also say yea, the decline does apply for pretty much everyone unless you're in a boyband. Or Namie lol but you can still argue she only released 1 single before this album and her previous BEST. I don't know. There are many arguements you could use to give reasons.
But it's silly to say it's just Kumi that is declining. Hello, Ayu anyone? SHE was the million-selling album master, not Kumi. Oh and I wouldn't say 5 BEST's are too much in 10 years. Ayu has the same number, she released her 5th one on her 10th anni too. Only with her, she spaced hers out throughout the 10 years whilst Kumi bunched hers in 5.
Now if you'll excuse me I'm gonna go shoot myself for writing a novel on a forum.
EDIT: It's official, Kuu got #1 weekly  I'm so happy for her <3 Kaela really gave her a run for her money though.

Why in the declining sales/popularity discussions ayu always had to be mentioned? =P
ayu's peak was like... 9 years ago while kuu's was 5 and it's not like there has occured anything that should make a popularity rise all of a sudden (for ayu's part, yet or at all).
You would expect kuu's popularity to decline slower and we would never think of mentioning ayu if that would be the issue.
The only difference between ayu and kuu and their 10th anniversary compilations is that ayu at least could sell higher than her albums since 2006 did again, while kuu doesn't seem to be able to unfortunately and it's both a best and original album. But I think that kuu and ayu shouldn't be compared in that manner since both seems to have different and random affects in their respective manners and times.
kuu's album sales might got have stable since last year, but since stay with me kuu didn't release a single song that was a hit in Japan.
Compared to that ayu's album sales slowly decline but she still had Sunrise ~LOVE is ALL~ as a hit in Japan, and the song did better digitally then both ai no uta and stay with me without even mentioning physical sales that were better than kuu's single-wise ayu still didn't reach the less than 50,000 low for a non-limited/pre-album single. So yeah both got ups and downs and their respective declining/upping whatever. I just wish that there weren't LOOK AT AYU in some posts since ayu's popularity is not the center of the solar system. At the moment as been mentioned, it's mainly namie, the popular boybands and maybe hikki when she will be back releasing Japanese materials, AKB48. With some people who start to get popular like Kaela, maybe miliyah kato and maybe others. (Though kaela and miliyah's maybe rising popularities are still on small fire so outselling them or selling like them isn't that remarkable at this point).
