There is a difference (at least to me there is). If you want to compare the number of bests, Kumi has almost every other artist I know beat. If you want to compare the number of "compilation albums" in which bests are included, then yes Ayu has almost as many as she does. Attaching the word "best" on an album indicates that they are suppose to be a compilation of your "best" songs. Having a themed compilation album, like All Singles or Ballad themed is different. Kumi (or Avex) has a bad habit of putting that word on everything (which REALLY pisses me off) when in reality only First Things and Third Universe can be considered proper best albums. Second Sessions is just an original album with a mountain of singles on it, Bounce & Lovers is a ballad themed album and Out Works & Collaborations is just that. I honestly don't mean for this to come off as an attack towards your statement but this topic always frustrates me xD;.
Congrats to Kuu for getting #1 though. That was a close call.
