You can do that best with a number of small stages and catwalks though IMO
The stage Nana Mizuki used for her Live Diamond Dome concert last summer was one of the best for audience interaction I've ever seen though she had a 34k audience(there were 4 circular stages, a mainstage that was GIANT, 2 catwalks, a crane in the middle of the audience(instead of the mains stage or near it), a vehicle driving through th audience and even some walking through it)
