Saitama (さいたま) and Yokohama (横浜) are the 2 prefectures beside Tokyo, and can be reached by train in about one hour's time. And yes, I'm Angel lol!!

a) I'm not very sure since I've never applied for 2 tickets before, but I should think that they're next to each other.
b) No, you won't be able to reject them, because you have to pay before you get the tickets and know your seating. Normally you'll have to pay for the tickets within a few days after you receive a notification that you've won it.
