The bottom number is what type of note gets the count. ... 2 means a half-note gets the beat, 4 means a quarter note gets the beat, 8 means an eighth note gets the beat, etc.
It's almost ALWAYS four - usually if a measure deviates from that, it's to reflect a proportionate tempo change from the rest of the song (like how in parts of the Humming 7/4 verses, the notes are longer and more sweeping - those would be 2 on the bottom maybe sorta kinda)... I don't think I've ever seen a whole song written outside of an x/4 time signature.
