I have no doubt that literal translation of
"nemuku naru mae ni" is "before getting sleepy"
But I'm afraid "with it" of "sleepy with it" may be confusing.
My translation would be like this for related lines:

"negoto" is "sleep talking" but it can also mean "nonsense" or something you say when you don't know/understand the real situation(s).
So, hearing this song, it's natural to have a picture in which one person is not sleeping but talking unrealistic things and the other is getting tired of hearing them.
