You think Rock'n'Roll Circus will reach 700,000 copies? That's... almost completely we can say it won't. Like, for sure. There's a better chance of her releasing a five year anniversary version of Bold & Delicious/Pride and that selling 500K.

And as far as Hikki's single sales (not that it even matters here)... well her last two singles sold 80K or so each but right before that was Beautiful World which sold a quarter of a million copies and before that Flavor of Life, 700K. Sounds like good singles sales to me.
