Here in Holland a significant amount of album sales are digital, yet only physical sales are certified. It might be the same in Japan, but I don't know that for sure.

Well RIAJ would certificate an album if it would have 100,000+ legal downloads.
I'm not sure but I think that once an album was certificated.
It's just that 99.9% of the albums don't sell enough digitally (as a whole album). That's why they also never certificate PV downloads and chaku uta incoming movie clips and RBTs. They don't have enough legal downloads.
Sunrise ~LOVE is ALL~'s incoming movie clips and full PV did very very well and it sold like 20,000 according to an avex pdf document. full PVs, RBTs and full albums (and almost all singles) are probably doing the same more or less.
