It's just that 99.9% of the albums don't sell enough digitally (as a whole album). That's why they also never certificate PV downloads and chaku uta incoming movie clips and RBTs. They don't have enough legal downloads.
Sunrise ~LOVE is ALL~'s incoming movie clips and full PV did very very well and it sold like 20,000 according to an avex pdf document. full PVs, RBTs and full albums (and almost all singles) are probably doing the same more or less.

Yeah, I suppose. I saw Namie Amuro's Hide and Seek PV sold 70.000 downloads and that's the highest I ever saw. But to be honest, I think RIAJ is being a bit ridiculous keeping the required amount of numbers sold the same for every single aspect. Wouldn't it make more sense to have PVs gold at something like 30.000? Other countries seem to change the certifications depending on what is sold.
I do know of some singles that have sold a lot of legal full-track downloads (I think Soba ni Iru ne has sold 2.300.000, according to the Guinness book of world records), but I suppose those are only the real hits.
