I actually kind of agree with this. I see no point in the blossom/MOON CD version if there isn't going to be a CD+DVD version accompanying it. It kind of seems silly.
They should just go ahead and either tack the remixes onto the MOON/blossom tracklists or save them for the next single. One less version is not going to hurt her sales, the people who were likely to even buy blossom/MOON are the ones who were going to buy (multiple copies of) the singles anyway. If people like the songs, they'll buy them. Multiple versions isn't going to change that.
