I really, really, REALLY hate the terms overrated and underrated. Most people will say someone is overrated when they just suck and no one even rates them highly. So I think some people just call people they hate overrated.

But, I'll go with Beyonce. Yeah, she can sing, but she gets so much damn praise it's ridiculous. She's not an amazing vocalist, her songs aren't catchy, and she's not a great lyricist. She was better in that group Destiny's Child.
