I highly doubt that. She didn't retire after GUILTY got #2... I don't even think she flinched, and that was much bigger than the single streak.
If anything, after L, she may relax more and get back to what makes her happy. #1s mean very little Ayu... just A LOT to us because we want Ayumi to be the best solo artist in Japanese history. She deserves it.

If we see a new album before or right at January, it is highly likely she will be on hiatus for about 7 months. She does this after every dual release within a calendar year (I am... and RAINBOW in 2002, and (miss)understood and Secret in 2006 both had long breaks before new singles came).
Once again, even woodland critters are coming into town going "WTF... Ayu is NOT retiring", Ayu will not be retiring anytime soon. Music is her life, she loves the fans and Matsuura too much to just drop off the scene.

If anything about Ayu changes for the landscape, it will be bringing back some elements that went missing from her older music. Ayumi loves doing what makes her happy, and we will always love her, but I doubt she would become a goth rocker or start singing Operatic duets with KOKIA.
And I really hope she doesn't do the Matsuda thing like that album cover shows...
