Duty fees are taxes, basically.

The gov't of Canada reserves the right to charge taxes on any consumer shipments coming into the country.

It's just a blatant tax grab but it's rationalized as a way of encouraging Canadians to buy local - but even that doesn't make sense because there's always going to be stuff that you can't find in Canada.
