There's no difference between the two, but it could be different in Asia...especially since, I'm fairly certain they don't learn American English, but British English and, I've seen them use little things Europeans do too...like this lol
It's probably all of these things.
Interesting that there's a difference though. I've only heard artiste being used to denote someone that, like pommy said, was skilled in an extremely high and demanding craft...
but in the US, "artist" is used for everyone.
