Japanese agencies have really strict policies regarding their idols' lives (esp those in boy/girlbands). Tomoya is in Johnny's, which may have more restrictions than avex or Sony, etc. The boybands sell mainly their images, giving unrealistic dreams to fangirls. If the boy has a girlfriend, their hearts will be broken and probly they'll commit suicide (it's not a joke, in 80's there were fangirls doing that). So they'll never let their artists' relationship to surface.
Back then ayu and Tomoya were forced to hide their relationship, except that ayu was rebellious and kept on showing hints.
