If they already filmed it, it would be a waste of money not to release it. YG (Korean company) filmed a video for GD&TOP's "Don't Go Home" and they couldn't air it until they released a tour DVD because the song was rejected on TV. Maybe that's what they'll do for the BLACK OUT music video - put it on a tour dvd, or just air it later.

Yeah, I mean't they probably wouldn't air it during promotional stuff. They'll probably include it on a DVD or something like you said.
Maybe they'll even throw it in on the Naked/Tempest/Fight Together single last minute as bonus material.
