it's actually quite common for just 1 or 2 singles to drop prior to an album release here in the States. record labels usually drop the most marketable songs off the album, usually upbeat songs or songs that will get the attention of the public. then, they release more singles after to help boost album sales.
the US market is very dependent on album sales rather than singles unlike Japan. that's how it works here.
